From KTAR NEWS    PHOENIX -- Arizona is the most corruption-ridden state in the nation, a Harvard study said. According to the Harvard study said Arizona had the highest instance of illegal corruption -- "private gains in the form of cash or gifts by a government official, in exchange for providing specific benefits to private individuals or groups" -- when surveying nearly 1,000 reporters. To determine the most corrupt states, the authors had reporters rank the instances they see illegal corruption in the different branches of government on a one (least) to five (most) scale. Arizona did not fare well in any ranking, especially the executive and legislative branches, where reporters said they see "very high" instances of corruption. Ok, the fact here is a young man places his hands above his head and for abiding by the officers wishes he summarily without any provocation gets all of his teeth kicked in. WHY CAN'T THE PHOENIX POLICE DEPARTMENT ADMIT TO BAD SHOOTINGS, EXCESSIVE FORCE, ILLEGAL SEARCHES AND SEIZURES ETC ETC.  OH THAT'S RIGHT THEY DON'T EVER VIOLATE CONSTITUTIONAL RIGHTS OR STEP ALL OVER INHERENT CIVIL RIGHTS SUCH AS FREEDOM OF SPEECH AND ASSOCIATION.  SHOULDN'T THE PUBLIC BE CONCERNED WHEN THESE ILL WILLED OFFICERS ARE NOT HELD ACCOUNTABLE IN FEDERAL COURTS.   THE JUDICIARY MUST PUT AN END TO POOR SUBJECTIVE AND HARMFUL POLICE WORK AND ALLOW CIVIL RIGHTS CASES TO BE HEARD BY JURY'S RATHER THAN BE THROWN OUT THROUGH SUMMARY JUDGMENT.  THIS WOMAN WILL NEVER HAVE HER RIGHTS PROTECTED, EVER!
